Information for procurement officers, facility directors and capital planners in municipalities, school boards, universities, colleges and hospitals. Everything a mandatory-requirements screen normally asks for, in one place.
Public sector energy audit tenders are scored, not priced. In the competitions we see, work plan and understanding typically carry the largest weighting, key personnel the next, and price rather less than vendors expect. Submittal quality and a sample report often carry explicit marks of their own.
That shapes what matters. Below is the information a mandatory-requirements screen normally asks for, set out plainly.

We monitor and respond through the channels Canadian public buyers use:
We respond to RFPs, RFQs, Requests for Supplier Qualification and standing offer competitions, and we are available for prequalification and vendor of record processes.
Specifying an ASHRAE Standard 211 level in the tender documents is the single most useful thing a buyer can do. It makes every bid comparable, it defines the deliverable unambiguously, and it prevents the situation where the lowest bid turns out to be a walk-through priced against a survey.
We are happy to review draft scope language before a tender is issued, at no cost and with no expectation of bidding.
Under Ontario's Broader Public Sector Procurement Directive, consulting services at or above the stated threshold require an open competitive process posted on an electronic tendering system. The Directive also encourages organisations to use existing vendor of record arrangements where available, regardless of value.
For buyers below the competitive threshold, invitational processes are permitted. We are glad to be included on invitational lists and to provide the documentation that requires.
For procurement enquiries, scope reviews or prequalification documentation, call 1-800-203-4395 or submit a request through the proposal form. Tell us the closing date and we will confirm within one business day whether we intend to bid.
